The report proposes a four-part framework — job access, job design, talent pipelines, and education-system alignment — for redesigning entry-level roles rather than eliminating them, noting a parallel shift where 42% of Gen Z workers (including 37% of bachelor's degree holders) are now in or pursuing blue-collar and skilled trades.
The prescription is redesign, not preservation as-is: leaders should treat entry-level roles as a pipeline to actively re-engineer for AI-era work rather than either freezing hiring or restructuring around it passively.
