Deloitte finds organizations shifting workforce planning away from rigid job structures toward task- and skills-based approaches for greater flexibility — but argues the next frontier is outcome-driven planning, where roles are defined by problems solved rather than tasks performed, giving workers autonomy within clear guardrails. 93% of surveyed leaders say moving away from the job construct matters for organizational success, yet only 22% of organizations can effectively break jobs into component tasks today, and 71% of workers already perform duties outside their job descriptions.
Organizations using outcome-based roles are nearly twice as likely to retain high performers and place talent effectively — a signal that leaders shouldn't chase one universal model, but start with mission-critical skills and stay flexible about whether task-based or outcome-based planning fits a given part of the business.
