EU Begins Enforcing AI Transparency Rules, While Deferring Harder Employment-AI Obligations to 2027
As of August 2, 2026, the EU began enforcing Article 50 transparency rules requiring disclosure when people interact with AI systems, AI-generated content, or emotion-recognition/biometric tools, with fines up to €15 million or 3% of global turnover. Separately, the Digital Omnibus (signed July 8, 2026) pushed full high-risk compliance for employment-related AI — recruitment, performance monitoring, termination decisions — from August 2026 to December 2027.
HR and legal teams face live transparency obligations for AI-enabled HR tools now, even though the harder compliance deadline for high-risk employment AI has been pushed out — a two-stage governance timeline worth planning for immediately rather than in 2027.
